Some notes:

I'll wait until 🐛 use sec groups from the current project, wait for lb from last reconcile #523 and ✨ Delete router/network/subnet #522 are merged and rebase onto master before
Related PRs:
- Add CAPO conformance tests to CAPO testgrid kubernetes/test-infra#16935
- add CAPO conformance test theopenlab/openlab-zuul-jobs#831
e2e test steps:
- setup a devstack in a vm in OpenLab
- deploy CAPO onto kind running on this vm
- creating a cluster in devstack via CAPO in kind
- executing Kubernetes e2e tests
- test if cluster delete also works
- in case of periodic run: uploading logs to a GCS bucket which are then shown in Kubernetes testgrid: https://testgrid.k8s.io/sig-cluster-lifecycle-cluster-api-provider-openstack
these tests would be executed by the following triggers:
- periodic: 2 times a day: CAPO master version against Kubernetes 1.18 & master
- on CAPO PRs on commit against Kubernetes 1.17 (non-PR-blocking)

Idea is to do this iteratively as it already took way too long to get it working :)

@jichenjc sorry can I get another lgtm? Had to remove the go changes which are contained in other PRs and remove the test against master. So now we're only testing our PR version against the Kubernetes 1.18 release (and not also against Kubernetes master)
